New GAO report documents $1.6 billion in taxpayer money to PPFA
In a press statement released on January 25, 2021, Congresswoman Vicky Hartzler (MO-04), Senator Marsha Blackburn (R-Tenn.), and Congressman Chris Smith (NJ-04) responded to the public release of a Government Accountability Office (GAO) report which revealed that over the course of three years (FY2016-FY2018) nearly $2 billion in taxpayer dollars went to three abortion groups: Planned Parenthood Federation of America (PPFA), Marie Stopes International (MSI), and International Planned Parenthood Federation (IPPF).
PPFA, the operator of the United States’ largest abortion chain, received approximately $1.6 billion in government funding over the three-year period reviewed. Of this amount, approximately $304 million came through federal grants and cooperative agreements, while the majority ($1.3 billion) was in the form of Medicaid and other reimbursements. Current federal law prohibits federal funding of abortions but has no limitation on the funding of organizations that kill babies through abortion.
Money paid to Planned Parenthood was actually given to its affiliates. We provide you here with the list, taken from the GAO report, of total Medicaid funds received by each of 59 affiliates of PPFA with totals (in $ millions) from 2016-2018:

*These five affiliates merged in 2020 to become Planned Parenthood of Greater New York. Their combined Medicaid funding is $94.57 million, which puts PPGNY in fifth place on the above list.
We encourage you to use these numbers in your local fights against the various PPFA affiliates, as well as national efforts to end Planned Parenthood funding. While, in most states, the money PP receives from Medicaid is the largest single source of their taxpayer funding, that is not true in California.
California has two state funded programs—Medi-Cal Managed Care and Family PACT—that, in some cases, give affiliates more than the federal government. Planned Parenthood Mar Monte, for example, is headquartered in San Jose, CA, and its 2018 Federal Form 990 reports taxpayer income of:

Quotes on the results of the latest GAO study on Planned Parenthood
In this Wednesday STOPP Report we brought you information on the federal funding of Planned Parenthood and how much Medicaid money went to each Planned Parenthood affiliate over the three years from 2016 to 2018. Below we bring you four quotes that you can use in whole or in part when discussing the GAO report.
Jim Sedlak, executive director of American Life League and founder of STOPP International, said: “Members of Congress and some presidential administrations have been actively trying to defund Planned Parenthood since 2007, when Representative Mike Pence introduced an amendment to a spending bill that would have prohibited Planned Parenthood, by name, from getting any funding from the bill. That amendment failed and so, too, have most attempts to defund the abortion giant through the years. This latest GAO Report underlines the ridiculousness of funding these baby killers. From 2016 to 2018, Planned Parenthood Federation of America received $1.6 billion in taxpayer Medicare and Medicaid funds. During those same three years, PPFA reported profits of $350.8 million—after paying its 65 top level employees ridiculously large ($51 million) total salaries.”
Congresswoman Vicky Hartzler (MO-04) said: “This GAO report shows a disturbing and shameful trend where our federal government spends its taxpayer money funding and subsidizing Planned Parenthood and other abortion giants, all while destroying human dignity with every life lost. We must end this horrific misuse of taxpayer funds, work to divert the $1.8 billion away from pro-abortion groups, and find real, equitable opportunities benefiting women and children that the American people actually support.”
Senator Marsha Blackburn (R-Tenn.) said: “At my request, the Government Accountability Office provided federal funding amounts for abortion providers like Planned Parenthood over the course of three years. It is unconscionable that taxpayer money inevitably finds its way to abortion providers that promote the killing of unborn children. Such misappropriation is an atrocity and exposes the critical need to promote the pro-life agenda.”
Congressman Chris Smith (NJ-04) said: “The findings of the GAO report are disgraceful: large abortion corporations received a whopping $1.8 billion in federal taxpayer dollars in just 3 years. This taxpayer funding is subsidizing an entire industry that is committed to performing and promoting the killing of unborn children. Recent national polling reaffirms that 60% of Americans do not want their tax dollars subsidizing abortion. The American people are not fooled by accounting tricks; they know that, when the government forks over $1.8 billion to the abortion industry, taxpayers are in essence subsidizing its whole business. Taxpayer dollars should be used to provide genuine, life-affirming health care, not used to pad the budgets of organizations that are using other funds to kill unborn children.”
Biden and abortion
In our December 16, 2020, issue of the Wednesday STOPP Report, we brought you details of Planned Parenthood’s demands on the Biden administration. Having contributed more than $45 million to the Biden campaign, Planned Parenthood feels it is in a position to demand certain actions.
The first three of Planned Parenthood’s demands were:
- On day one, the president must issue an executive order unequivocally stating his commitment to protect and expand access to comprehensive reproductive health care, uphold sexual and reproductive rights, including abortion care, in the U.S. and around the world, and rescind or revoke prior executive actions limiting access to care.
- Upon assuming office, the president must make a public statement that the U.S. will reengage on a global scale to advance the health and rights of individuals worldwide and take action to re-engage fully with the United Nations, including re-joining and re-funding the World Health Organization, and re-funding the UN Population Fund (UNFPA), the UN’s sexual and reproductive health agency.
- Upon assuming office, the president must immediately halt all non-final regulations that will limit access to reproductive health care, including abortion.
Well, while Biden has clearly indicated he is supportive of all the things Planned Parenthood listed, he has not, yet, issued all the executive orders Planned Parenthood is so anxious to get.
On January 20, his first day in office, Biden did issue Executive Order EO 13988: Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation. This, of course, raises great dangers for our school-age children who will have to deal with opposite sex intrusion into bathrooms, locker rooms, and sports. It will also establish self-identified LGBTQ+ children as a protected class and create an atmosphere where cisgender students are made to feel inferior.
Also on his first day, Biden recommitted the US to the World Health Organization. The following day, the new administration tasked its top infectious disease expert, Dr. Anthony Fauci (director of the National Institute of Allergy and Infectious Diseases), with representing the United States at the WHO.
News agencies are currently reporting that Biden is expected to eliminate the Mexico City policy later this week. This is the policy implemented first by Ronald Reagan that prohibits United States funds from going to foreign reproductive health organizations who promote or commit abortions. Trump had expanded the program to include all foreign health organizations. The Mexico City policy has been implemented by every Republican president since Reagan and has been eliminated by every Democrat president.
THE HILL reported that, on Thursday, Biden is expected to order a review of the Trump administration’s restrictions to the Title X family planning program. These restrictions bar recipients of Title X funds in the US from performing or referring for abortion. They resulted in Planned Parenthood withdrawing from the program and giving up an estimated $60 million in taxpayer funds.

The spiritual battle is taking shape under Biden.
Yesterday, the Catholic News Agency carried a report on the confirmation by the US Senate of Biden’s nominee for the United States’ Secretary of State, Antony Blinken.
Immediately following the confirmation, CNS reports that Planned Parenthood Global and the Human Rights Campaign gave their approval. Planned Parenthood Global stated its expectation that Blinken’s State Department would be “supporting SRHR [sexual and reproductive health and rights] across foreign policy.” CNS explained, the term “sexual and reproductive health and rights” has been used by the United Nations’ human rights office to refer to a variety of issue areas that include abortion, contraception, and gender ideology.
Alexis McGill Johnson, president and CEO of the Planned Parenthood Federation of America, stated that the organization would work with Blinken “in the days, weeks, and years ahead to advance sexual and reproductive health and rights around the world!”
The Human Rights Campaign also gave its approval of Blinken, saying, “Antony Blinken will ensure the rights of all LGBTQ people, from every background, are once again a top priority in America’s foreign policy — and that when LGBTQ people abroad are under threat, they can count on the State Department as an ally.”
During his confirmation hearings last week before members of the Senate Foreign Relations Committee, Blinken said he would allow US embassies to fly rainbow “Pride” flags and would appoint a Special Envoy for LGBTQ issues at the agency.
As we pointed out in another article in this Wednesday STOPP Report, one of Biden’s first Executive Orders last week was a declaration to fight LGBTQ discrimination. With the appointment of Blinken, he has now made it clear that he wants to spread the queer agenda throughout the world.
So, in his first week, Biden has declared by his actions that he will wage war against children created by God by expanding abortion in America and will also wage war against the family through his dedication to deviant sexual behavior. You will recall how proud Biden was to “marry” two men in a civil ceremony a few years ago.
In all of this, Biden and his White House staff have gone from asserting that Biden is a Catholic to the point where they are now proclaiming that Biden is a “devout” Catholic.
Well, I’ve known devout Catholics in my life, and take my word for it, Biden is not a Catholic— devout or otherwise. Maybe he once was, but all we must do is watch his actions and listen to his words and it immediately becomes clear that he is not proclaiming the Catholic faith.
As we watch things unfold, and do what we can to fight against them, it is good for us to keep in mind the events of Fatima—which took place just a little over a hundred years ago. It was there that Mary, the Mother of God, appeared to three young children and told them many things. During one of her appearances, she actually showed the children that Hell exists and then said that more souls will go to Hell for sins of the flesh than for any other reason.
It certainly appears that Biden is championing those sins of the flesh.

Rorate Caeli has released a translation of a remarkable interview, originally published in 2008, with Cardinal Carlo Caffarra of Bologna. In it, he references correspondence he had with Sister Lucia, the principal visionary of Our Lady at Fatima:

We are facing a real battle in 2021—a battle for life and for the family. As we move forward with the Lord, let us always remember that we fight on the side of right. The enemies of God are clearly showing themselves, and we must be ready to fight them—not with physical weapons, but with spiritual ones.
We need to increase our prayer lives. We need to stand up in the public square and repeat the words of God. We need to be like Jonah as he warned the Ninevites and called upon them to repent. We need to find good, strong, faithful pastors and bishops and support them. Remember Philippians 4-13: I can do all things through Christ who strengthens me.
